On 8 August 2019, the
Office of Germany withdrew, with immediate effect, the notification made under
Rule 20bis(6)(a) of the Common Regulations.
Consequently, as from that date, the recording in the International Register of
a license granted in respect of Germany relating to an international
registration of a mark has the same effect as if it had been made directly in
the national Register of the Office of this Contracting Party.

EUIPO OBSERVATORY: NEW PUBLICATIONS ON ENFORCEMENT OF IPRS AND MORE

on the EU Enforcement of Intellectual Property Rights: Results at the EU
Borders and in Member States 2013-2017 aims to shed light on the
enforcement trends within the EU. It is the first joint analysis of two
different sources of data, namely, the detentions at EU borders and within
national markets reported in the IP Enforcement Portal by the EU Commission (DG
TAXUD) and by the national enforcement authorities.

The joint EUIPO - EPO study Intellectual Property Rights Intensive
Industries and Economic Performance in the European Union – 3rd Edition is
the latest update in a series which provides an assessment of the combined
contribution to the economies of the EU from industries that make intensive use
of the different types of intellectual property rights. The study, which
considers the period 2014-2016, confirms the economic benefits for Europe of
trade marks, designs, patents, copyright, geographical indications (GI) and plant
variety rights.
EUIPO OBSERVATORY PUBLICATIONS: CASE-LAW COLLECTION ON THE LIABILITY AND OBLIGATIONS OF INTERMEDIARY SERVICE PROVIDERS

As the services
offered and business models used by intermediary service providers have evolved,
the liability and obligations of online intermediaries have become an important
subject of jurisprudential developments and debate.
EUIPO Observatory recently published a study on this topic, focusing on the
intermediary service providers in the European Union and giving an overview of
relevant decisions of the Court of Justice of the European Union (CJEU) as well
as of national courts in 14 selected EU Member States.

Release of the Global Innovation
Index WIPO, Cornell University and INSEAD recently published the Global
Innovation Index (GII) 2019.
The current edition ranks the innovation performance of 129 economies around
the world relying on 80 indicators such as the institutional environment for
innovation, the education system, research and development activity, the
infrastructure for innovation and different forms of knowledge, technology and
creative outputs. The world’s most-innovative country is Switzerland, followed
by Sweden, the United States of America, the Netherlands and the United
Kingdom. GII identified India, South Africa, Chile, Israel and Singapore as
regional leaders.
'The GII shows us that countries that prioritize innovation in their policies
have seen significant increases in their rankings,' said WIPO Director
